This is in very poor taste…OED “the word spastic is likely to cause offense, and it is preferable to use phrasing such as a person with cerebral-palsy instead”
The word spastic is clearly being used with a lot of irony here. In the same way that Randy Newman uses the word ‘Redneck’ if you listen to the lyrics the song is actually about accepting people who are different from others as they ‘have the same desires and feelings’ as everyone. The song is not at all in poor taste and Is written for an audience that understands this kind of irony due to exposure to North American shows such as South Park and the more controversial aspects of the likes of Curb your Enthusiasm and Trailer Park Boys.
I agree with the Colm’s assessment but might also add that the story of the ‘spastic hawk’ is being told by ‘Blinboy Boatclub’, a fictional character, so the word spastic isn’t being uttered by the artist/creator/actor/singer of the song but an imagined character with a plastic bag on his head.
Once again it is the writing technique known as the unreliable narrator that is in use here. One of the Bandits wrote this piece in response to negative comments being made about their song Up Da Ra. Have a read.
